BACKGROUND
UN-Habitat supports achievement of sustainable urbanization works on issues of human settlements throughout the world, focusing on building a better future for villages, towns, and cities of all sizes. The organization has extensive experience on urban policies, norms, trends, tools, technical issues and operational programmes, and provides solutions to the current challenges faced by our cities. It works to ensure that cities become inclusive and affordable drivers of economic growth and social development. Currently, UN-Habitat delivers programmes worth around US$ 200 million annually and aims to increase this amount significantly.
UN-Habitat’s new strategic plan for 2020-2025 focuses on four main goals i. Reduced poverty and spatial inequality in urban and rural communities; ii. Enhanced shared prosperity of cities and regions; iii. Strengthened climate action and improved urban environment; and iv. Effective urban crisis prevention and response. It is now imperative that UN-Habitat develops a clear and effective strategy to mobilize predictable funding to finance delivery of planned results in the strategic plan. This includes funding for results at the normative policy level, global flagship thematic programmes, and programmes at country and regional levels.
RESPONSIBILITIES
- Write a six-year resource mobilization strategy aligned to the organization’s 2020-2025 strategic plan with clear targets for financing the strategic plan resulting in a diversified donor base and significant increase in the levels of predictable funding for UN-Habitat’s work.
- To inform the strategy, the consultant will:

- Review relevant UN-Habitat documents including the 2020-2025 strategic plan and other relevant strategies, assessments, surveys, audits and evaluations relating
- Analyze funding trends and mechanisms of different types of donors including national and local governments, the private sector, foundations, individual giving, digital fundraising, and multi-donor pooled funds, among others.
- Carry out interviews and review to identify capacity needs as well as Strengths, Weaknesses, Threats and Opportunities (SWOT) analysis and recommend strategies to capitalize on strengths and opportunities and address challenges and gaps.
- Map donor / partner interests, priorities, funding windows and recommend clear actions to mobilize funds and develop/manage relations with these donors
- Review current organizational functions and structures and recommend business model and institutional arrangements to support effective resource mobilization
Deliverables
- A comprehensive six-year resource mobilization strategy that includes:
- Overview and situational analysis highlighting challenges, gaps and opportunities;
- Resource mobilization with clear actions, targets and timelines that are aligned to the strategic plan including system-wide strategies for diversification, increasing levels of predictable funding, and outlining funding mechanisms including innovative resource mobilization from both traditional and non-traditional donors
- Organizational framework / structure including capacities, roles, budget, work-flow processes and mechanisms
- Monitoring and evaluation framework to assess progress and outcomes of the implementation of the resource mobilization strategy; and
- Budget required for implementation of the strategy.
- Annexes including i) maps of donor interests, priorities, funding windows, typical funding amounts, focal points, ii) policy framework and tools including communications materials;
COMPETENCIES
Professionalism – Knowledge of current donor trends for development work, familiarity with donor intelligence tools, resources and mechanisms including digital fundraising tools, pooled funds; excellent verbal and written communication skills, planning and organizational skills.
Communication - Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.
Organization and planning - Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
QUALIFICATIONS
Education
Advanced and/or postgraduate degree in Economics, Business Administration, Communications, Journalism, Public Relations, or related field.
Professional Experience
At least 10 years work experience in building partnerships with donors from governments, private sector, foundations and individuals. Mobilization of resources and donor relationship management; track record in programme development, strategic planning for international organizations, monitoring and evaluation.
Language
Fluency in English, Knowledge of French is an added advantage.
