Statistics reveal that housing has experienced the bulk of the damage, impacting the low-income population of affected governorates in particular. Damage to housing is one of the main obstacles to the return of IDPs. Support to resolve the housing crisis in liberated areas is an urgent need – not only for IDPs who wish to return but also for host communities who have been bearing the heavy burden of hosting high numbers of IDPs for many years.

Background and Objectives

Statistics reveal that housing has experienced the bulk of the damage, impacting the low-income population of affected governorates in particular. Damage to housing is one of the main obstacles to the return of IDPs. Support to resolve the housing crisis in liberated areas is an urgent need – not only for IDPs who wish to return but also for host communities who have been bearing the heavy burden of hosting high numbers of IDPs for many years.

The EU-funded “ Strengthening the Long-Term Resilience of Subnational Authorities in countries affected by the Syrian and Iraqi Crises ” programme aims to address the resilience and stabilization needs of impacted and vulnerable communities in all sectors through supporting longer term efforts for improved systems and capacities for local development, and facilitating shorter and immediate results that would help host communities and refugees improve their state of living with tangible benefits. The planned interventions are aligned with the progressive achievement by Iraq of SDG 11.

The overall objective of the project is to strengthen the long-term resilience of targeted subnational authorities and their host, displaced and refugee populations affected by the Syrian and Iraqi crises. This will be achieved through three specific outcomes:

1. Subnational authorities will have enhanced capacities to engage in holistic, area-based planning and will consider various scenarios that respond to the needs of host, refugee, displaced and returning populations;

2. Service delivery will be increasingly responsive, and generate greater social stability outcomes, based on the needs of host, refugee, displaced and returning populations;

3. Subnational authorities will be empowered to facilitate local economic development and will have better access to municipal investment that benefits the extension of safe public services and economic opportunities for host, refugee, displaced and returning populations.

Resilience programme activities will be conducted within Mosul municipality and will aim at:

1) Rehabilitation/upgrading of housing units: The focus of the activity will be on self-rehabilitation of houses with technical support provided by UN-Habitat’s specialized staff. This approach will also create job opportunities and support local livelihoods.

2) Addressing housing, land and property rights: The project will recognize and formalize occupancy rights through the Social Tenure Domain Model (STDM) in Ninewa Governorate.

3) Rehabilitation of water, sanitation and hygiene infrastructure: Based on detailed field assessments, small-scale community water, sanitation and hygiene infrastructure will be rehabilitated in partnership with relevant service providers. Maintenance manuals will be produced to ensure that service providers, such as the Directorate of Water, can operate and maintain the rehabilitated infrastructure.

Responsibilities and Tasks

 

Within the delegated authority of the Head of UN-Habitat Iraq Programme and under the supervision of the Programme Manager, the National Field Engineer will liaise closely with the designated team in implementing the following tasks:

  • Provide technical guidance and field support to UN-Habitat activities related to rehabilitation of shelter and WASH, upgrading of secondary infrastructure and if necessary, landscaping in the designated municipalities;
  • Conduct technical assessments on damaged houses and infrastructure in designated areas and draft assessment reports – including GPS locations and photographic evidence;
  • Prepare documentation required for project implementation , including the preparation of bid documents and bill of quantities (BoQs);
  • Provide technical supervision, monitoring of work of implementing partners and contractors on site on a daily basis to ensure quality control and cost-effective, quality-driven, efficient, and timely execution of urban recovery activities in adherence with construction site safety practices, and within the limits of the allocated resources;
  • Provide appropriate technical support to contractors and implementing NGOs , by identifying problems and issues to be addressed, proactively initiating corrective actions in coordination with the Supervising Engineer and ensuring timely follow-up as and where necessary;
  • Promote the use of green-technologies and sustainable construction practices in housing rehabilitation, retrofitting of public facilities, infrastructure upgrading and landscaping;
  • Assist in monitoring of the construction market , including the availability of locally-source materials, and any relevant changes in labour construction costs;
  • Facilitate field visits by UN-Habitat’s Supervising Engineer, the Programme Manager, Head of Agency and senior colleagues from other agencies and donors;
  • Draft and submit progress reports on project activities, including the calculation of human/days by skilled and unskilled labour and expenditures, on a weekly basis and/or as required to the Supervising Engineer and Programme Manager;
  • Attend coordination meetings and serve as UN-Habitat project focal point when required to coordinate and liaise with stakeholders including government counterparts, other UN agencies, NGOs and implementing partners;
  • Establish and maintain respectful, smooth relationships with beneficiary communities and relevant local authorities and partners;
  • Perform any other duties assigned by the Head of UN-Habitat Iraq Programme.

Outputs/Deliverables

  • Damage assessments reports
  • Photographic evidence and GPS locations of assessed sites and on-going and completed works
  • Technical documentations relevant to project implementation , including bid documents
  • Weekly and monthly reports in templates provided by the Supervising Engineer, summarizing the activities performed.

Conduct of Work and Reporting Arrangements

The National Field Engineer will work under the supervision of the Supervising Engineer and Programme Manager and or their designate, in close collaboration with other staff of the UN-Habitat Iraq Programme.

 

Qualifications, Skills, Competencies and Experience

  • University degree in civil engineering or related field;
  • Minimum of 5 years of relevant field experience after receipt of the required academic qualification in construction, engineering or related field;
  • Knowledge of basic computer programmes such as Word, Excel, and email functions. Knowledge of e-surveying techniques would be an asset;
  • Previous work experience with a multilateral or international organization in Mosul Governorate is an asset;
  • Previous work experience in shelter rehabilitation and urban upgrading in Mosul Governorate are an asset;
  • Excellent interpersonal, mediation and dispute resolution abilities and communication skills ;
  • Respect for social and cultural diversity , environments and living conditions;
  • Excellent command of English and Arabic , both oral and written.
