Results-based management is a key management approach adopted for the achievement of UN-Habitat’s strategic plans for 2008-2013 and 2014-2019. Results-Based Management is central to the work of UN-Habitat, especially the key pillars of planning, monitoring and reporting, and evaluation. UN-Habitat like other UN agencies has been applying results-based management in planning, monitoring and evaluation at programme level since 2000 in line with SGB2000/8. To further help embed the culture of results, UN-Habitat has developed its first RBM handbook which will provide guidance on planning, monitoring, reporting, and evaluation at strategic, programme and project levels in UN-Habitat. The handbook  strengthens institutionalization of RBM in UN-Habitat processes, policies, systems and activities also aims to enhance the organization’s achievement and demonstration of results, relevance, efficiency, effectiveness, accountability and visibility.

BACKGROUND
The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable cities and towns with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. It works with a wide range of partners at global, national, city and municipality and community levels.

The RBM handbook will be reviewed and updated periodically to ensure it remains relevant to the needs of UN-Habitat staff. We want to recruit a consultant to edit the RBM handbook before it’s published. The handbook is approximately 200 pages, including Annexes.
RESPONSIBILITIES
Under the Head, Quality Assurance Unit and working with the Quality Assurance Unit  team, the consultant will proofread and edit the RBM Handbook to professional and quality standard. The Editor will check grammar, style and punctuation, referencing, factual soundness of RBM principles and processes and overall clarity.

COMPETENCIES
Professionalism: In-depth knowledge and proven experience of proofreading and editing of technical reports, handbooks and manuals. Grounded experience in the field of Results-Based Management (RBM), both in training and application within international development organizations, including UN agencies.
Communication: Ability to articulate ideas in an effective, clear and concise style orally and in writing is required as well as ability to prepare comprehensive well written and accurate documents and reports;
Planning and organizing:  ability to work under pressure, develop and work according to planned schedules and meeting agreed deadlines.
Teamwork: Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender, as well as provide “clients” with information on progress made and setbacks on the assignment.
EDUCATION
A post graduate degree in English or social sciences with proven expertise in report writing and editing. Excellent knowledge of Results-based Management, including strategic planning, monitoring, evaluation and project management.
WORK EXPERIENCE
At least 7 years professional experience in editing and writing, especially of technical reports. Demonstrated knowledge of RBM and a track record of writing and editing RBM materials.
LANGUAGE SKILLS
For this position, strong communication skills, both oral and written are required.  A strong command of the English language, especially in writing and editing required.
REMUNERATION
Payment will be determined by UNON based on the educational qualifications and experience of the selected candidate, as well as the nature of the work. A single full payment will made following submission of a satisfactory product.
