Job Opening

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the Strategic Planning Unit of the with the External Relations, Strategy, Knowledge and Innovation Division (ERSKI) of UN-Habitat in Nairobi.

ERSKI is responsible for strategic planning, programmatic direction and operationalization of UN-Habitat's focal point role for the New Urban Agenda in the UN system and for coordination of Emergency Programmes.

The Strategic Planning and Monitoring Branch is responsible to advise on and coordinate strategic and policy matters related to the Programme’s objectives, results-based programmes, budgets and resource mobilization for all sources of funds in achieving sustainable urban development; carries out corporate monitoring as well as the monitoring of global agendas.

The Strategic Planning Unit is responsible to provide strategic guidance on UN-Habitat ‘s participation in the development of UNSDCF; to lead and coordinate the development of UN-Habitat’s strategic plan and results framework and it’s Workprogramme to the 4-year Strategic Plan (Strategic Direction, Planning and Management); to identify strategic growth potential of the portfolio, emerging issues on urbanization and strategic challenges and to develop policy positions and solutions on sustainable urban development.

The position heads the Unit and reports to the Chief of the Strategic Planning and Monitoring Branch. Within delegated authority, the Chief of the Strategic Planning Unit will be responsible for the following: Responsibilities

•Provides policy guidance to the Chief of the Strategic Planning and Monitoring Branch , on conceptual strategy development and management of the strategic plan for UN-Habitat .
•Plans and oversees the management of activities undertaken by the Strategic Planning Unit ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Unit/Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
•Manages, supervises and carries out the work programme of the Strategic Planning Unit. Co-ordinates the work carried out by the Unit provides programmatic and substantive reviews of drafts prepared by others.
•Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and the UN-Habitat Assembly and its Executive Board.
•Contributes to the reporting to intergovernmental bodies or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
•Ensures that the outputs produced by the Unit/ maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Strategic Planning Unit meet required standards before completion to ensure they comply with the relevant mandates.
•Prepares inputs for the work programme of Strategic Planning and Monitoring Branch Branch/ determining priorities and allocating resources for the completion of outputs and their timely delivery.
•Carries out programmatic/administrative tasks necessary for the functioning of the Strategic Planning Unit including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
•Recruits staff for the Unit/Section taking due account geographical and gender balance and other institutional values.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the Unit/Section and across organizational boundaries.
•Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
•Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions.
•Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in administration, budget, finance, human resources management or related field is required.
Minimum of ten (10)years of progressively responsible experience in socio economic development, strategic planning, policy analysis, sociological research or related area is required.
Experience in preparing institutional strategies, strategy reports, conducting presentations on matters of strategy and planning, making recommendations to senior officials is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another of a second official United Nations language is an advantage.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of" equals a rating of " confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
