BACKGROUND

The focus of this position is to contribute to support the UN-Habitat Housing Unit, Housing and Slum Upgrading Branch (HSUB) in the planning, development, management, promotion, coordination and implementation of normative and operational activities related to housing finance and housing policy. The Housing and Slum Upgrading Branch develops strategies, policies, and programmes to provide access to adequate housing for all, improve the living conditions in existing slums, and curb the growth of new slums. It focuses on improving the supply and affordability of serviced land and new housing opportunities, while also implementing city-wide and national slum upgrading programmes to improve housing and quality of living conditions of the poor.

The UN Joint Programme on Local Governance and Decentralized Service Delivery for Somalia (JPLG) has established an important platform for seizing the development moment and is also a programme that has translated many of the ambitions of the ‘One UN’ principles into tangible improvements in aid and wider development effectiveness.

The Urban Basic Services Branch (UBSB) of UN-Habitat aims at increasing equitable access to urban basic services which comprise water, sanitation, solid waste management, mobility and energy. The New Urban Agenda acknowledges that housing finance is a pre-requisite for sustainable and inclusive cities and needs to be promoted as a strategic area of intervention to guarantee the progressive realization of the right to adequate housing.

The Ministry of Urban Development and Housing (MUDH) is entrusted with providing access to housing for all Afghan citizens and in doing so support the Government of the Islamic Republic of Afghanistan (GoIRA) in its endeavour to enhance the quality of life of its citizens. Through strategic partnerships, both within the financial and construction sectors, MUDH is building the foundation for a sustainable social housing system that is designed to not only meet the needs of Afghanistan’s fast-growing population, but also support the country’s future economic growth and prosperity.
