BACKGROUND

The United Nations Human Settlement Programme (UN-Habitat) has provided technical access, guidance and on-site assistance to know-how for supporting sustainable urbanization practices with a focus on risk reduction and resilience building to city governments, NGOs, the UN, Private Sector, Local and National authorities, and Communities in Southern Africa. The Programme is currently implementing a range of projects focusing on urban resilience in Mozambique, Madagascar and Malawi, most noticeably the development of the City Resilience Action Planning Tool (CityRAP), the operationalisation of the Sub-Regional Technical Centre for Disaster Risk Management, Sustainability, and Urban Resilience (DiMSUR) and the implementation of the Cities Alliance (CA): Enhancing the Planning Capacities of Cities in the Nacala Corridor (Nampula, Nacala and Tete) project.

An international Sub-Regional Focal Point for Urban Resilience who is familiar and experienced with the subject and fully operational in the three working languages in Southern Africa (English, French and Portuguese) is needed to coordinate the implementation of the pilot exercises of the CityRAP Tool in Mozambique, Malawi and Madagascar and the consolidation of the tool methodology, as well as to assist in the delivery of DIPECHO IV, DiMSUR and CA Projects work-plan in 2015 and 2016 at regional level, including implementation and reporting of key activities.

RESPONSIBILITIES

Under the supervision of the Head of Programme of UN-Mozambique and in coordination with the DRR Coordinator, the Sub-Regional Focal Point for Urban Resilience will lead the implementation of the urban resilience-related components in DIPECHO IV, DiMSUR and CA projects in Mozambique, and support the teams in Madagascar and Malawi. During the consultancy period, the Sub-Regional Focal Pont for Urban Resilience will be expected to:

  • Under the DIPECHO IV/City RAP Tool component:
  1. Coordinate the delivery of the CityRAP Tool Pilot Exercises in at least four cities in Malawi, Madagascar, Mozambique, the Union of Comoros, Zambia or Kenya. The consultant is expected to coordinate all logistic and substantive preparation of the exercise, participate in the delivery of trainings/presentations, conducting participatory mapping exercises and reporting;
  1. Support the improvement and consolidation of the CityRAP Tool methodology in three different languages (English, Portuguese and French). This will include collecting and analyzing the results and feedback from the first round of pilot exercises, elaborating a Lessons Learned Report and integrating into the updated version of the CityRAP Booklet and accessory materials;
  1. Actively assist in the dissemination of the CityRAP Tool and the results obtained through the elaboration of communication material and by participating in relevant expert meetings, workshops and events, most noticeably through the DiMSUR umbrella;
  1. Coordinate the implementation and proper reporting of all activities related to the Result 2 on Urban Resilience for the DIPECHO IV Project;
  1. Liaise with UN-Habitat country offices in Malawi and Madagascar for planning, compiling and harmonizing all necessary information for DIPECHO IV conclusion and reporting.
  • Under DiMSUR Project:
  1. Provide direct support to DiMSUR's Executive Director for concluding the consolidated version of the 10 Year Strategic Plan, based on the feedback of the III Session of the Executive Board and consultations at country level;
  1. Assist in the conclusion of all activities expected under the GFDRR/ACP-EU grant and ensure that final reporting is done timely;
  1. Support all stages of fundraising efforts (prospecting, preparation of documents, follow-up and other) for DiMSUR;
  1. Directly assist the Executive Director in delivering all key activities in DiMSUR Workplan for 2016, including the following: Staffing, Academic Partnerships and development of targeted training modules, dissemination of Centre's activities, organization and participation in events, liaison with all member countries, among others.
  • Under the Enhancing the Planning Capacities of Cities in the Nacala Corridor (Cities Alliance) Project:
  1. Support the elaboration of the Rapid City Resilience Assessments in Nacala and Nampula cities through data collection with the municipalities through field missions when necessary;
  1. Assist in the Urban Resilience induction trainings in the intervention cities based on the Cities Alliance Normative Framework;
  1. Support the development of the Urban Resilience Action Plans in Nacala, Nampula and Tete to be embedded in the Planned City Extensions and/or other planning instruments.

EDUCATION

  • Advanced University degree, (Master's degree or equivalent) in Urbanism, Political Sciences, Geography, Physical Planning, Development Studies or similar.

WORK EXPERIENCE

  • At least 3 years of working experience in the area of urban development and resilience, if possible in developing countries
  • Familiarity with the concepts and current practices related to urban risk reduction and resilience
  • Familiarity with urban design drawings and design of maps and plans
  • Previous working experience in Southern Africa in an asset

LANGUAGE SKILLS

  • Fluency in Portuguese, English and French is required.

OTHER SKILLS

  • Capacity to lead and coordinate a wide range of activities.
  • Capacity to analyse and synthesize information.
  • Ability to work independently with a high degree of responsibility, in a flexible manner and often under pressure.
  • Capacity to assist technical teams
  • Excelent communication skills

REMUNERATION

Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
