BACKGROUND
The current UN-Habitat portfolio of activities in Cabo Verde, Guinea-Bissau, Mozambique,  and São Tomé e Principe is expanding, with a focus on urban resilience, urban policy, housing and slum upgrading. Support is needed at the regional level in the areas of resilience, disaster risk reduction, environment and climate change. To ensure an efficient project delivery and avoid missing important funding opportunities, it is important to adequately reinforce the capacity of the Regional Office for Africa (ROAF). 

RESPONSIBILITIES
Under the supervision of the ROAF Senior Human Settlements Officer and Task Manager for Angola, Equatorial Guinea, Eritrea, Ethiopia, Guinea-Bissau, Mozambique, Namibia, Rwanda, and São Tomé e Principe, also acting as Disaster Risk Reduction, Resilience and Environmental/Climate Change Focal Point for the region, and in coordination with other concerned UN-Habitat departments at Head Quarters and with the UN-Habitat teams at country level, the International Consultant will be responsible for carrying out the following tasks:

  • Support the smooth implementation of on-going projects in Cabo Verde, Guinea-Bissau, Mozambique, and São Tomé e Principe with a focus on urban resilience, urban policy, housing and slum upgrading, including by carrying out field missions;
  • Support testing of the Urban Risk Reduction and Resilience Tool in Kenya and other countries, where needed;
  • Support project and programme development in these countries, including fund raising activities;
  • Prepare progress reports to be sent to donors and circulated internally for ensuring greater coordination and information sharing within the agency;
  • Ensuring coordination and close collaboration between ROAF and the other concerned UN-Habitat departments based on the kind of project activities being supported at the country level;
  • Supporting in the preparation of Terms of Reference, Agreements of Cooperation and other substantive administrative issues;
  • Ensuring follow-up on urgent issues while the SHSO is on mission or out-of-office.

DELIVERABLES / EXPECTED OUTPUTS
By the end of his consultancy, the following outputs are expected to be produced:

  • Documentation to support and conclude the recruitment of consultants/staff for implementing the Resilient Lusophone Africa Project produced;
  • Adequate monitoring, coordination and reporting mechanisms of the Resilient Lusophone Africa Project set up and related progress reports prepared;
  • Support to the preparation of Urban Risk Reduction and Resilience Tools for sub-Saharan Africa (see ToRs in Annex 2 – NB: this activity is being carried out in particular by the UN-Habitat team in Mozambique) provided, especially regarding the component of slum upgrading, housing and socio-economic issues;
  • Support to implement Phase 2 in Cabo Verde and Phase 3 in Mozambique of the Participatory Slum Upgrading Programme provided (see Annexes 5 and 6).

COMPETENCIES
Communication: excellent oral and written communication skills, combined with a proven ability to make presentations and write reports/projects, as well as in conceptualising and implementing strategies for fund-raising.
Planning and Organising: able to work with a high degree of flexibility and often under pressure; self-organisational capacity and planning skills represent an asset.
Professionalism/Technical Skills: technical skills in project monitoring, execution and development, as well as technical knowledge in the fields of urban resilience, urban policy, housing and slum upgrading.
Teamwork: able to support the UN-Habitat teams in Cabo Verde, Guinea-Bissau, Mozambique, São Tomé e Principe and Zambia as required, and to integrate well in the ROAF team.
Client Orientation: able to understand the partners’ needs from partners at country level and provide adequate and professional technical advice. 

EDUCATION

Advanced university degree (Master’s degree or equivalent) in management, urban development or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

A minimum of five (5) years of progressively responsible experience in project management and development, and in areas related to urban resilience, urban policy, housing and slum upgrading. Experience in the area of resource mobilisation, especially in a UN environment, is required. Working experience in Africa is an asset.
LANGUAGE SKILLS

Fluency in English is required; knowledge of Portuguese is an asset.  

OTHER SKILLS

  • Ability to communicate with donors and senior management;
  • Sound judgment, analytical skills, networking and interpersonal skills, ability to plan and organise work;
  • Good report/project writing skills.
