Before being appointed Cheif of the Office for EU, Mr. Paulius Kulikauskas was an Inter-Regional Adviser of the UN Regular programme for Technical Cooperation at the United Nations Human Settlements Programme, headquartered in Nairobi, Kenya.
His activities aimed to ensure the provision of high-level technical expertise, the transfer of knowledge from UN to Governments on policy-related issues and development strategies and the formulation, assessment or evaluation of projects and programmes. The advisers are seen as the critical interface between the countries and the UN, facilitating country-level access to the expertise of the Organization.
Before coming to UN-Habitat in 2010, Paulius worked as a Lead Expert at the URBACT programme of the European Union, in the "integrated development" and "governance and urban planning" themes. Paulius worked as a consultant for UNESCO, The World Bank, EBRD, USAID, and several Directorates General of the European Commission: from programming future actions to evaluating project applications. He worked in the CIS, the Balkans, Sri Lanka, South Africa, Sudan, Brazil, Denmark and most of the EU countries.
He was a senior Research Affiliate at the Institute for International Urban Development in Cambridge, MA, U.S.A. In 2000, the Swiss National Science Foundation conferred the Diploma of Swiss Transdisciplinarity Award to his research work for "its lucid analysis of stakeholder participation and for overcoming obstacles in cross-sectoral urban planning". Paulius's work has been recognised by awarding him the membership of the International Center for Transdisciplinary Research (CIRET) in Paris. He also served as a member of Advisory Committee for Integrated Territorial and Urban Conservation at the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) in Rome.
In his home country, Lithuania, Paulius worked with the Government as Counsellor to Ministers of Urban Development, Foreign Affairs, a Vice-Minister of European Affairs, and a Vice-President of the National Commission for UNESCO.
