Please find attached guidance and other information regarding participation in and travel to the Habitat III conference in Quito in October. While the message is primarily addressed to the management, the need to make tough choices about participation in view of our budgetary situation, and the distance to, and cost of, travel to Quito suggests that the fullest of transparency is followed in outlining criteria for participation.
On the basis of consultations, a results- and functional based approach has been applied to the decision making on Habitat III participation. The parameters and guidance outlined in the attached notes are meant therefore to lead to a high impact UN-Habitat presence with measurable outcomes, and to fill the necessary additional roles in representing the agency.
Colleagues who do travel will be required to support multiple events, not just those for which they are affiliated, under the principle of 'One UN-Habitat'. Some key Habitat-related tasks are expected to be carried out here in Nairobi or other offices. The guidance is also an effort to ensure that solid arrangements remain in place to continue our normal work during this period.
