Enabling Conditions for Implementing the New Urban Agenda

Enabling conditions are the structures and resources necessary for stakeholders to take action and implement the New Urban Agenda and other international agreements. In particular, local governments will be key actors for the success of these agreements. For example, 65% of all targets of the Sustainable Development Goals (SDGs) require the involvement of local urban stakeholders to ensure their achievement (Misselwitz and Salcedo Villanueva 2015: 19).
